Governmental Relations at Boundless

GR team

Formally established in January of 2024, the Governmental Relations (GR) team is a vital part of the Strategy Department at Boundless. This department plays a critical role in advocating for policies that support the long-term sustainability of the services Boundless provides. 

Why GR Matters 
Historically, our industry has not prioritized governmental affairs, especially at the state level. As the largest organization of our kind in Ohio, Boundless recognizes the importance of engaging with policymakers to ensure our services are understood, valued, and properly funded. Advocacy is not optional - it’s our responsibility.

We advocate to ensure our services are sustainable and our sector is represented in policy discussions. Our work focuses on: 

  • Educating decision-makers about our services
  • Protecting and improving funding structures
  • Building relationships with elected officials

Jennifer Riha, MAC, LSS-GB, Chief Strategy Officer for Boundless, based in Worthington, Ohio, is a long-time health and human services executive with experience leading behavioral health organizations, including intellectual and developmental disability and autism support services, clinical treatment and recovery services, technology and innovation, and business operations.

Director of Governmental Affairs

Anthony Kukura is the Director of Governmental Affairs at I Am Boundless Inc. Boundless is one of Ohio's largest health and human services organizations, serving over 6,000 people in 77 of Ohio's counties. His role has progressively expanded as Boundless has increased its focus on the need for a more organized governmental relations strategy. Anthony oversees the organization’s advocacy and policy initiatives at the local, state, and federal level.

2025 Highlights

  • 80+ meetings with elected officials across local, state, and federal levels
  • Local Engagement: Focused on relationship-building in Cuyahoga, Franklin, Lucas, Summit, Montgomery, and emerging efforts in Hamilton County
  • State Advocacy: Worked to maintain historic service rates from the 2023 budget
  • Federal Advocacy: Focused on protecting Medicaid funding and opposing harmful provisions in the budget reconciliation bill

Goals for 2026

  • Local: Continue building relationships and explore strategic partnerships
  • State: Strengthen legislative engagement and advocacy: Support the Disabilities Caucus and advance Supported Decision Making; expand OhioRISE through coalition building and advocacy planning; conduct site visits and meetings with key legislators, focusing on those seeking reelection or in leadership roles.
  • Federal: Monitor budget negotiations and advocate for HCBS services and DSP support

Boundless Advocates

Our grassroots advocacy group includes staff, families, individuals served, and stakeholders. With 143 active members, Boundless Advocates have generated nearly 500 touchpoints with elected leaders through:

1. Written and Live Testimony

Boundless Advocates amplify our mission by sharing personal stories and expert insights directly with policymakers. Through written statements and in-person testimony, they help legislators understand the real-world impact of funding and policy decisions. These efforts aim to ensure that the voices of those we serve are heard at every stage of the legislative process.

2. Letter writing & Postcard Campaigns

Advocates participate in coordinated letter and postcard campaigns to connect with elected officials on critical issues. These messages, often heartfelt and personal, demonstrate widespread community support for policies that sustain essential services. Every letter sent aims to strengthen relationships and reinforce the importance of our work.

3. Social Media Engagement & Calling

Advocates use social media to spread the word, share updates, and rally people around key initiatives. Direct calls to legislators aim to ensure decision-makers hear firsthand why investing in care and services matters.
